So glad to read that most of the restaurant-going world, Vegas included, (it happens everywhere) agrees with me. A huge pet peave and often makes the difference whether I return or not...usually not.
I always assess the volume of the background music upon entering an eatery. Very often I ask the seater for it to be lowered, and very often it is. Whether the seater/host makes the decision or has to ask the manager, often in a very short time we notice it has become quieter.
BTW, Prime at Bellagio is reasonably quiet.
I suspect that most people while annoyed by the loud music don't say anything to staff. Please...if you notice it and it is too loud for your taste (no pun intended), nicely ask the seater or server, or ask to speak to the manager and request it be lowered.
Candy
Usually, it's not the background music that annoys. It's the thoughtless nimrod carrying on an enthusiastically loud convo on his dumbphone, or even playing a video game or watching a video and "sharing" the audio with everyone.
And I still have the lingering impression, though maybe less so than most, that it's somehow rude of ME to ask said nimrod to turn it down. That's why I usually settle for simply snatching the phone out of his hands, hurling it to the floor, and jumping up and down on it.

After two years of isolation living in my house I dont mind loud conversations in a restaurant or bar.
If its the kinda place where the servers group together and sing Happy Birthday to someone - thats when I get annoyed.
