It's my understanding, and I could be completely wrong, that there are two Hoover Dam tours. The better one is limited in how many can go and you can't reserve in advance. The tour that's included on the bus tours is the other, shorter one. So if you want to better tour you have to drive there are your own.

Can anyone confirm or deny this?
