Absolutely! Albeit its mostly on the older slots like Texas Tea and Money Storm. You can bet on only one line with the minimum coin type. So you can actually play one cent/spin on some of them. Plenty of 5 cent video poker around town too. You can play those for a nickel.
In both cases you'll profit a hell of alot more from the free drinks than what you get from the machine =) Just not at Hard Rock now.

Many newer machines have the credit (play) options showing as, for instance 55 cents to 400 cents. Others allow the player to select a number of 'lines' to play and a number of 'credits', e.g. pennies, nickels, etc., to play. So, yes, one line can be played for one penny/nickel etc a pull. Or multiiple lines for one or more pennies/nickels per line.
