Since there has been mention here over the years about "Dry Heat" (especially in the Summer in Las Vegas), I realized that it was time to put out an explanation of what the "Heat Index" is along with a Heat Index Calculator.
From what I'm seeing, the Heat Index can be calculated either as a combination of the Air Temperature Plus The Dew Point Temperature or the Air Temperature Plus The Relative Humidity.
For example, with the Heat Index Calculator (see the link below), I plugged in 100 Degrees F (37.78 Degrees C) and 8% Relative Humidity, and it came up with a Heat Index (Feels Like Temperature) of 93 Degrees F (34 Degrees C) whereas when I plugged in 88 Degrees F (31.11 Degrees C) with a Relative Humidity of 80%, that gave a Heat Index of 106 Degrees F (41 Degrees C).
So this means that the higher the Air Temperature and the lower the Relative Humidity is, the cooler it feels for people relative to when the Humidity is higher.
