It's funny to keep seeing videos of leaky ceilings in all the casinos. I guess they don't know or care they have leaky roofs because it doesn't rain often enough to matter.

A major part of the problem is that a couple of decades ago, Clark County removed most restrictions on building in the "hundred-year flood plain." So homes and streets were built where it, um, hardly ever floods.
