Nevada wants your unused TITO

So I'm guessing that if the casinos lose this money, someone is going to have to pay,

Yes, I would think that any business that isn't allowed to keep money that doesn't belong to it would suffer some adverse consequences, consequences that could impact its customers.
Seems like it would be pretty hard to audit. Whats to stop a casino from cashing in the TITO after "X" number of days ? How would the state even know what TITO's are claimed or unclaimed?
I would think the $$$ value of unclaimed TITO's would be found during regular audits of the difference between $$$ paid from TITO's scanned either by kiosk or at cage, $$$ fed into machines, and machine hold. I bet some of the mathematician's here could tell us
