"Donation" water merchants

Just spent a few days in Las Vegas. The "donation" water merchants are getting out of hand. Saw one hand a bottle to a lady and say "that will be 2 dollars". Saw one smoking over his cooler full of ice water and his cigarette ashes were dropping into the cooler. Another one was heading through to the parking garage in Paris with her empty cooler and using an Ipad to check her email.
If you want water, get it from a cocktail waitress and tip her a dollar. She is trying to make a legal living and pays her taxes.

The ABC Stores (2 in PH, and 1 Downtown, plus I believe other locations) have LARGE bottles of H2O fo .99 cents !!!!!

I was told by a metro police officer who is a friend of mind that water merchants as you call them will pick used bottles out of the trash and caps as well and refill them with tap water at home. If you choose to buy from of these yahoos check to make sure the seal on the cap has not been broken. Gross!
Yes that has been going on. If you donate, do not let them open the water for you. If they do, refuse that bottle.
