Within today's QOD which deals with the changes at the now former LVH, having to wait 9 minutes at Flamingo and LV Blvd. was mentioned.

That must have happened at a higher trafficed time. A while ago I actually timed it (and it still seems to be the same now thanks to the Traffic Camera at that intersection) and I found that each direction of traffic (going North, South, East and West) has about a Minute and a Half (90 Seconds) of time where the signal goes from Green to Red.

And so what this means normally (when there isn't exceptionally heavy traffic) is that if you get up in front of the signal just as it turns Red, you will then have to wait for 4 And A Half Minutes for it to go Green again.

So this means that the person who was quoted as saying that (Westgate Resorts CEO David Siegel), had to wait through two signal cycles there.

So please keep that in mind when you are in that area!
