Top of Binions is good for the coupon and view but I find the steaks a bit thin and just decent at that.
I've had excellent steaks at Oscars at the Plaza (rib cap is excellent, prime rib is very good, the ribeye always very nice).
Andiamo at The D is really good, I had my first bone in filet there and it was amazing and I am one that prefers bone in ribeyes. I do like sitting at their small bar for oysters and their house barrel old fashioned for a happy hour occasionally. The tomahawk used to be a deal at $95, but its at $165 now, but something you could share.
My all time favorite has been Bazaar Meat (Jose Andres) at the Sahara, but they are closing July 31. Ultra expensive but getting a tasting menu there is phenomenal. The only place I've been is l'atelier de joel robuchon in paris and also vegas that compete for tasting menus but didn't have the 'steaks' choices like Jose Andres has, just unique menus with wine pairings you can't go wrong with.
Vegas has so many choices its rediculous..but since I stay downtown, Top of Binions gets at least one hit per year due to the LVA coupon and Oscars gets multiple per stay as I usually stay at the Plaza. Andiamo is a treat occasionally and Bazaar meat was every other year or so.
I've heard excellent things about Circus Circus steakhouse, it's gotta be good based on reviews I've watched on youtube. Definitely a must try some day.
