Tell me more about this Vegas memorabilia

I'm in a store last year and purchased this piece of concrete with embedded chips from the Sands casino. This is what I know from the store clerk:

These chips came out of the Frontier Casino’s foundation after being imploded in 2007. The gaming control board no longer lets casinos destroy chips by putting them in fresh cement. They are now required to be turned over and destroyed immediately, making these rocks a real piece of Las Vegas History. These chips were owned by Howard Hughes’ properties.

Questions on what I think I know:

1. Was the Sands bought by Howard Hughes, then demolished and then these chips likely poured into the foundation for the Frontier?

2. When was the Sands destroyed?

3. When did the Gaming Control Board no longer permit destruction of chips by pouring them in concrete?

4. Any other neat to know information?

The sands was imploded sometime in the 90's. The frontier had been around for a looooooong time by then
