Main Street Station downtown .There breakfast buffet is 8.99 when showing a B connected card
Most hotels have graveyard specials that offer basic breakfast staples for cheap...like $3 for bacon, eggs, toast, hash browns. Orleans, Ellis island, stations casinos....many others. Times vary...sometimes you need to get in there before 6 am.
if You are staying downtown there is a great gourmet donut shop near the container park on the south side.
I don't know of any motels that have free breakfasts,except those with a small continental breakfast.Maybe Super 8 at Ellis Island?I know most Super 8's have some kind of continental breakfast.

Ellis Island bought the Super 8 and it is not a Super 8 now. I stayed there three weeks ago, and they give you a voucher at the hotel for breakfast at a restaurant in the casino, along with other stuff, when you check in at the hotel.

Hampton inns & Hyatt place
Palace Station. The four of us ate for $20 with the coupon in the American Casino Guide. Two for one is always a good deal.
Embassy Suites, typically pretty nice and you get a basic cooked to order breakfast and also a complimentary happy hour with booze typically 5;30 to 7;30.
You mention that gambling does not need to be part of the hotel, I would recommend them.
