In February, all I saw was the usual Strip garbage--$25 minimum 6:5 shoe games, with one $50 double deck 6:5. The pit isn't particularly large compared to the overall size of the property, and only about a third of it was open. Kind of looked like the pit was an afterthought. Maybe they know that the games at Palms and Gold Coast are much better.

According to the May 17 edition of https://vegasadvantage.com/las-vegas-blackjack/las-vegas-off-strip-blackjack-survey/#rio - this is the Blackjack situation at the Rio --Rio deals three different blackjack games. There are 3:2 and 6:5 shoe games on the floor. There is also 6:5 Free Bet. The 3:2 tables allow surrender and re-splitting aces. Minimum bets range from $15 to $50.
$15 3:2 BJ with surrender? Hard to believe.

Two visits, earlier this year, I didn't see such a game. But then, only about a third of the pit was open, and there were plenty of happily chattering tourists playing $25 6:5 shoe games. I doubt that they offer that decent game very often or that it's more than one table if they do.
