Well, that lines up with their recent slashing VP points in half. It's by far the worst promo they offer in any given year.
I can only speculate, that with this double "screw you" to locals and visitors alike, they have a lot of people coming in for big horsey events or something. They obviously feel they don't have to give anything away.
