To a degree V/P highlights what happens when someone messes with a successful business model. V (before P) success had everything to do with the Sand's Convention Center. The bread and butter of V was upscale convention business with the "common" tourist or gambler filling in the niches with any vacant rooms during a convention and keeping the lights on when a convention/s was not in session.
With the addition of P they got away from that model with the gambler now the primary target and a convention as filler. No doubt a great deal of debt was taken on with the building of P and questionable if it worked.
I suppose it had as much to do with ego as anything. Well known rivalry with Wynn and with not only his new property but also the announced, now built, Encore no doubt Adelson felt he had to "compete".
