If the Harmon..........

Today's LVRJ has the results of a structural study of the Harmon. The Harmon is unsafe due to construction company cheating on the amount of rebar used to reinforce the structure. My question is:
how about the rest of the City Center project?

The other buildings have opened. Harmon did not.

They caught them at the Harmon that is why it is how it is. Were the other buildings built to specs or did the builders just not get caught? Were they all built by the same builder?
Back around the time that this had happened and was caught the inspectors went back and rechecked Mandarin, Vdara and Aria and was posted in the paper (Las Vegas Sun) that they were cleared and that this was a Harmon Hotel issue only. But then again the inspectors are in trouble for signing off on inspections that never took place...So it is up to each individual on what they believe....

Tell me if this is true or not.

Is it true the Harmon was going to be one of the tallest buildings in city center and construction was stopped at 20 stories or so? Because the contractors knew it wasn't built right to begin with? I read that somewhere a year ago. Don't remember where.
This is one of the better articles I found originally....in another article they mentioned that they found rebar errors on 14 of the floors of the already built floors...it wasn't just cut rebar, but sometimes missing completely or put in the wrong areas...

What a waste. So, the Harmon is just an empty shell? Guess it was going to be like the Vdara, some hotel rooms and some condos. No casino, from what I have read.
