Kent to conduct a feasibility study and write an appraisal report. The report was a detailed description of the current (1975) Las Vegas tourist and casino market. Given the economic vigor of the other Strip casinos, Kent concluded that the project would be a "highly feasible venture" if built and estimated its ultimate fair market value at $144 million.
