Fezz, are you basing your under on the fact that Shanahan is going to a 3-4 which Albert doesn't want to play? With him at nose tackle, he shouldn't have as many sacks as normal. It also screws up the use of their linebackers.

Best reason for the bet IMO is b/c the number 40 was copy-pasted from their 2009 sack total... which was an over achievement. Switching to a 3-4 will probably help what they will actually achieve this year sackwise versus what they would have had with a 4-3, but it's still gonna be under 40 most likely.
Eli, Kolb and Romo. Do those guys take a lot of sacks? 6 of the games are against them.
Teams will go whole games without a sack. Three is a lot, but we just hear about the games with six or seven (Carr, Roethlisberger, Rob Johnson etc.) because it's exciting.
4.25 is the normal line on sacks in a game That's 2.125 for the Redskins.....
Gotta be careful since the overall average IS higher than this, (due to some games having 8, etc), but 40 is a ridiculous number.
