I have some experience with this, unfortunately. First thing first, go out and buy the other domain names associated with Steve's name. All of the other basic domains (.org, net) are available as of this moment. The "authorities" aren't going to be able to do anything for you here. There is a real process in recovering domains and you'll need lawyers experienced in the arena (I am not one).
The domain registration on the .com is private, unfortunately, and was only purchased on GoDaddy 3 days ago. Good news is, people don't just visit websites because a website exists - so there has to be some element of promotion going on. Try to track that down as well as any user names and that will make it infinitely easier to figure out who is behind it. Try and get the person to email you and pull the meta data from the message for more clues. Look and see if there are any clues in the website source code as well (I will do a quick look right now as well).
