Options are sundry.
1) FBI: I know from experience that the FBI wants at least 50k of damages to be “easily quantified” but I don’t know why a clearly cut case of identify theft would not be of enormous interest to them
2) DOJ. They’ve seized many domains already distributing copyrighted material for free. Surely they’d have interest in a domain that steals identity for profit.
3) Paypal. The TOS is clear. They will immediately shut down accounts that are being used for illegal purposes. They are the site’s payment processor.
4) Godaddy is their domain provider. Again, proving a crime has been committed should not be difficult.
