Has there ever been a point where lines are dropped.... on NFL teams? For example: Rams and Raiders this year. Anyway that they could get to the point where they simply take them off the board?

They are simply that poor. Trying to have them cover 10-17 point spreads is like having Middle Tennessee covering 10-17 going to Florida every Saturday.
