Illegal participation?? Is the penalty 15 yards for defense and 5 yards for offense in College?? LSU gets 15 tonight and No. Car. only got 5 in their bowl game. Or is it a judgement call whether they were participating in the play or not??

same penalty distance for illegal participation.
the officials are to count the players every play and stop the play prior to it's start if possible when there are more than 11 players for each team which results in the more common illegal substitution penalty and it's 5 yard enforcement.
the enforcement yardage of 5 or 15 has nothing to do with the penalty being called against the offense or the defense.
In college, if 12 guys are participating in the play, its 15 yards. If 12 on field, but 1 running off and doesn't play in they play, then 5 yards. Offense or defense.
If you're talking about the play LSU scored on and had it called back and then were assessed a 15 yard penalty, I thought they were penalized for unnecessary roughness not illegal participation. But I might be wrong!

I am talking about the A&M punt in the 4th quarter where the penalty gave them the ball back and then they went and scored the TD.
