The Shield is a now a multi-billion dollar litigation target. All it takes is for a couple of season ticket holders to get hurt trying to get to or leave, or at, the game to create the ingredients for a multi-million dollar class action lawsuit. The Shield does not like negative publicity, especially not during a labor dispute. Realistically, in this day and age, there is no way they could have played the game if the Mayor declared a state of emergency because, as noted above, people are too stupid to not stay at home. Remember how things turned out for that lady who spilled hot McDonald's coffee on herself? It's just the world we live in now.
