Penn St fell to 3rd in the polls because they didn't run a score up in a game they had won easily while the two other undefeated teams didn't let up for big wins. They never regained their higher position even though they were undefeated that year. (they probably weren't the best team in the country that year but the reason they dropped was the margin of victory in that game not the enlightenment of the voters)
