I have seen various persons say that there is already a remedy for this situation and it is the palpably unfair act or something like that. Basically it says the refs can do anything they want as far as penalties for egregious acts. Most often it would be used to award a touchdown to a team when an opposing player came off the sideline to tackle a guy. New rule will just spell out this particular incident of too many men on the field.
