Why has scoring gone up so much recently in the probowl?

Why has scoring gone up so much recently in the probowl? With a line of 66, the probowl is 35-5 on under. Last 10 years it would be 6-4 for under. Did the rules change? I know the date has changed. Any thoughts? I figure U66.5 looks good - meaning it will probably hit 90.
The same reason bad weather games go over: The defense is too tentative.
Years ago the defenses dominated...but they changed the rules and now defenses can't blitz. You can pretty much throw out all results from more than 10 years ago.
All I know is I had the 2nd half under and they came up with somne kind of phantom call when the AFC was stopped on 4th down with 2 min left so they could have the ball back and score. Tough to make serious bets on exhibitions.

the pro bowl had evolved into a complete joke to all defensive players involved. nobody is out to sack the quarterback or play tight coverage on defense. the nuts bet was afc -4 -11x in the 2nd. imo, line shouldve opened afc - 7.0 range. ended up being the largest nfl halftime side bet of the season for myself.
