No list I know of as of now, but that's a good list to keep. We'll start putting one together. Downtown Grand is one.
I Googled "Casino Tier Matching" which took me to several. MGM you must present a "valid VIP rewards card" (whatever that means; there is a page of fine print rules) from designated casinos by Sept. 30, 2023, which gives you 90 days of Gold or Platinum tier, and the "opportunity" to extend the new Tier. It could be a good deal if you play enough to actually earn Gold (50,000 more points) or Platinum (150,000) for 2024.
Caesars has had tier matching since Feb. 1, 2023 to Dec. 31, 2023. CAVEAT: For "verified NEW" Caesars Rewards members only, it sounded like on reading the requirements. As in, if you are already in the Caesars Rewards system you don't qualify. But I'd try it anyway.
I got tired trying to read and understand them all. But worth the effort if it fits with where you want to be matched/upgraded.

I've found that if you employ a time-honored strategy I call Bypass the Boothling, you can almost always get a tier match, except perhaps in the Strip megatoilets that are owned by the big casino megacorporations. The way it works is simple: don't bother to ask the boothling, who will give you a bland "no" to any request/question, down to and including "Do you have slot machines?" Ask its supervisor, or even better, hook up with a casino host. I'm something like 10 for 10 on this one, though I haven't tried it recently.
Definitely be as shameless as possible on selling the idea: "Gosh, I always play at the Money Pit, and they treat me really well, but I thought I'd give you guys at the Silver Sink a try, and it would be really nice if I could start off at Plutonium level; that's where I am at the Pit." All they can do is say "no," and in my experience, they say "yes."
And of course, bring along a card from the place where you're at the highest level. If you're female, wear a low-cut blouse.
