I had the exact same quesstion when I read that. Since the DG's downgrades had already been discussed, I'm guessing that the second paragraph does refer to the Tuscany. They fricasseed all their decent VP at about the same time they ran their $50 free play signup promo--which wasn't a coincidence.
These two casinos are examples of the growing reluctance of Vegas joints to offer the largesse of a game that returns 99%. Remember the crusade against fullpay VP? Now, the crusade is against mediocre VP.
