Can't say for sure. I'd think the default answer is no, but it's different in every place and with different employees to the point that there really isn't anyone at Caesars that we could ask for a definitive answer. If anyone has first-hand experience, please share.
In 2016 when PHollywood had the $10/person LVA coupon for their buffet, we paid the balance with TR points. In Laughlin we use the ACG 2/1 at Harrah's every year, and they allow us to pay the balance in TR. Same experience in Harrah's Reno with ACG, although we haven't been their since 2016 either. And, come to think of it, we use a Visitors & Convention Center coupon at Harrah's in Tunica every year--for at least four years--and they always allow points for the balance. Doesn't really answer your LV question, but that is our experience.

I have used TR points at Planet Hollywood Spice Market Buffet with the LVA coupons a few times. You shouldn't have a problem there!
I have used the LVA for the Harrahs buffet and paid the rest with TR points. I think also the bachanal.
