They have the same problem the Wynn had when it first opened. Its like they dont even want you in there unless your net worth is at the Kardashian level or higher. And nevermind the casino is a player's nightmare as measured by the usual metrics.... they also arent tier matching so they arent catering to high rollers either.
The Wynn overcame the location problem when they started welcoming middle class people. Fountainbleau will need to do the same. There's too many filthy-rich-people resorts in town now and not enough filthy-rich-people to fill them.
Resorts World is suffering too. They're giving away rooms like candy now. A year ago you couldnt get in there for under $300/night

The two properties' locations suck. They're simply not near enough to the rest of the Strip to get walk-up traffic. So you would need a special reason to go there. And what would that be? What do they offer that's unique or at least different? Nothing, as far as I can tell.

Is this supposed to be a big deal? Seemingly EVERY new mega casino does this - they over hire to get started and then start getting rid of many who they deem are no longer needed.

I dont think the locations suck by today's map. 10 years ago maybe. There's plenty of places within walking distance now...but only if you weigh in at the larger side of the income scale. And thats the problem. Guests ar TI, Sahara, and Circus Circus largely cant even afford the food court at Resorts World or Fountainbleau - nevermind the casino minimums or fine dining.
I'd be willing to bet foot traffic is largely benefiting other places nearby like the bagel deli and Peppermill.
