I've stayed at all of them. My 'home' in Las Vegas is Harrah's. Like said before, I like everything about the casino and have stayed there so much that I feel like it's home and am very comfortable there. But, for a one shot deal, I'd have to say Bally's North Tower.
Harrah's is smaller and friendlier. Getting out and around town is easier for automobile-enhanced people as you have better access to Desert Inn bypass, Spring Mtn Road, Flamingo. Harrah's restaurants are better than Bally's but not as good as Paris'...which is connected to Bally's.
If you have no car you have to think about what options you have for local walking, Bally's has great access to PH, Cosmopolitan and Bellagio whereas Harrah's has Mirage and Caesars. I think the walking access is better at Bally's.
So, room in the N Tower at Bally's, eat at Paris, and play...well, anywhere other than on the Strip!
