Fred - looking at the rules, it seems to me that if you get the leisure you have a great chance at the whole board prize, since there are 116 Leisure awards and 116 Complete board awards. Of course this comment does not help you, but good luck anyway!!
While I agree that this promotion does not get you into the casinos like the Great Race did, perhaps what Caesars is counting on is that once folks win a few dollars in comps, they will want to spend them. Plus they have to go to a casino every 6 months to keep them active.
People behave funny with these promotions. We ran one is a grocery chain I was with. We held a drawing every week for $500 but you had to have your card punched for that week to win it. No punch - no money. If no winner, the next week it built up to $1000, etc. This happened often since we never took people's names out of the "hat", even if they moved, died, etc. Funny thing was that once it got to $10,000, people really got excited and flocked to the stores to get their card punched. They were more worried that they would look foolish if their name was drawn (and they did not have a punch) than they were interested in winning the money. They even wanted us to take their name out of the "hat" when they were on vacation (of course we could not physically do it).
Funny but interesting.
