I see that Harrahs is allowing food and room expenses to generate TIER points. How new is this? Also, when was diamond qualification raised to 15,000?

15,000 pts for diamond began on Jan 2013. Not sure when they started allowing food and room expenses to generate tier points. Been around for a year or do.
