Let me further address your original post: I personally have benefited as a Platinum via their buffet lines at: Paris, Harrah's & Flamingo. I know that for a fact. My feabile memory does not recall The Quad or PHO. I've not been to Vegas since Barnacle (or whatever it's called at Caesars) has opened.

Yes, for sure the non-seafood buffet...I vaguely remember the seafood also allowed Plats to pass thru quickly.
