Champster, I was not trying to be a wise guy to the poster. It was a serious question as I could not figure how the rate was this price.
Perhaps we have different notions of "downtown".
From the taxi stand at McCarran to the Four Queens via Swenson and Paradise, it's 7.4 miles. In Las Vegas, taxis cost $3.30 for the first 1/13th of a mile, another $2.60 per mile after that, and $0.50 per waiting minute, and an extra $1.80 when leaving McCarran.
Even if one assumes no waiting time and no tip, that's $24.14 to downtown, and $22.34 to return. These figures are in line with $22-$27 estimate published by the Taxi Authority.
It's an admittedly small point, but I just think it's best that people not expect to find a taxi between the airport and downtown for $20, I don't think it's ever that cheap.
