We have always taken a shuttle. Sometimes it takes a little while as Orleans is usually a last stop. If you want to rent a car, Enterprise has a desk at the hotel check in, cheaper than the airport. Never had a problem getting a good clean car.
I guess your asking for the best route to tell the taxi driver which is airport exit to Tropicana West. This gets backed up around rush hour time (4 - 6 pm) but otherwise it is the shortest & fastest route.
Agree by having cab get to Tropicana west, we use Russell to Arville, very fast but I don't think that is easy to access anymore w/o going thru the tunnel-which you don't want to do.
