I found this also regarding the Nevada laws (if it helps anyone):

NRS 482.31515 “Authorized driver” defined. “Authorized driver” means:
1. The short-term lessee of a passenger car.
2. The spouse of the short-term lessee, if that person is a licensed driver and satisfies any minimum age requirement of the short-term lessor.
3. The employer or coworker of the short-term lessee, if the employer or coworker is engaged in business activity with the lessee, is a licensed driver and satisfies any minimum age requirement of the short-term lessor.
4. Any person listed on a lease by the short-term lessor as an authorized driver.
I know that some companies won't honor this policy even if it is the state law. Hertz won't unless you book thru AAA. (At least that is what the counter person told us)
Rental car companies in Nevada don't have the choice of declining to follow that law.
When you rent a car in Nevada, you can let your spouse drive it, without regard to whether a fee has been paid, and without regard to what the rental car company may say (so long as the spouse meets the company's age minimum for all renters and has a valid license).
