So I booked a car thru the Costco website. Budget f
Had the best deal. Upgrade and $25 off for a 5 day rental. Got to the counter girl said I had a standard car I said unm no l have premium and coupon. Woulnt honor the upgrade. Said they'd take the $25 off at check out. Returned the car and they refused to honor the coupon. Said thet were franchise not corporate. I will never rent from them again. I hate the bait and switch.

What you describe sounds pretty bad. I'd contact Costco Travel and explain how you were treated. Show them your paperwork. I bet they'll take good care of you.

I had a similar experience years ago where I had a coupon for Budget but they would not honor it stating the same thing - they are a franchise and thus are not bound by corporate offers. I was ticked because I only went with them because of the coupon. Never have used them since.
