I found this good reference for Budget rental codes. Not only does it tell you what the different BCD codes are - but it tells you what kind of discount they get. I was shocked to learn AARP members get a better deal than Costco members. And it bore out when I plugged them into my California trip in May.

Not a Budget fan; went thru 4 cars in 5 days & all they gave me for my trouble was $10 off my rental & a free day for a future rental that was only good in Vegas and expired in a few months,
The first car they gave me came complete with warning lights, the second car came with a flat. So I had 3 cars before I left the lot

A trouble light can not come on until the ignition switch is cycled and the codes reload. A tire can go flat while a car is sitting in the lot. Both can be easily detected by the simplest, most cursory walkaround inspection, which you should always do before driving away.
The real issue is, did they replace your rental immediately and without any fuss? And if so, $10 off and a one-day coupon seems like ample compensation.
The difference between Budget's and most other rental car companies' prices is significant. And I've had breakdowns when I rented from the big boys as well.
With the first 2 cars they drove the cars to me, so they knew the car was broken & then the 3rd car broke.
With 4 cars in 5 days, I am entitled to more than $10. I had problems with National & they credited for the rental plus another 3 free days.
