The first car they gave me came complete with warning lights, the second car came with a flat. So I had 3 cars before I left the lot
A trouble light can not come on until the ignition switch is cycled and the codes reload. A tire can go flat while a car is sitting in the lot. Both can be easily detected by the simplest, most cursory walkaround inspection, which you should always do before driving away.
The real issue is, did they replace your rental immediately and without any fuss? And if so, $10 off and a one-day coupon seems like ample compensation.
The difference between Budget's and most other rental car companies' prices is significant. And I've had breakdowns when I rented from the big boys as well.
