We flagged this issue with Budget in this forum last summer. Budget has apparently tired of being left holding the bag on people who rent a car, don't drive it much, return it with the needle still reading "full", but also don't replace the 2-3 gallons they burned. Frankly, I don't blame Budget, thought I agree they could be more upfront about this policy.

An automatic $13.99 U.S. refueling service charge will be applied to all rentals under 75 miles. Renters who return the car with a full tank of gas and provide a receipt showing the purchase of gasoline will have the charge reversed when completing their rental.

With gas prices back on the upswing, I think this is a trend other companies will catch up to. Best practice will be to always present your final gas receipt at check-in, even if not asked.
