I am a Costco member and have booked a really good rate through them with Budget for our September trip. My question is: My husband is not a member. Will he be able to be the free additional driver?
If you're renting from Budget in Nevada, Budget waives its additional driver fee for "the renter's spouse, mate, life companion, significant other, live-in, domestic life partner or similar."
If you have a Costco Executive membership then a free driver is included with the rental. i've used this with Alamo before. Only the primary renter needs to be a Costco member, not both people, so your husband should be fine.

I was wondering if you get to select your car from the lot? Similar to Alamo rent a car. Or are you assigned a specific car at the counter? Does Budget have a kiosk (like Alamo) so that you don't have to go to the counter at the airport?
You are assigned a car with budget, but you can change it. But when you change it you go back to the office in the garage and they type a new agreement...takes some time. When you pick up the car you go to the booth in the garage and they give you the paperwork and location (assuming you are fast lane).
