Why can I not see the city specials for the Dollar Rentals? Are they there sometimes and other times not?

You may simply be too far in advance for the specials to show up.

Looks like city specials have disappeared completely for McCarran rentals. I don't see any for my April or July trips either.

If you check the offsite locations for Dollar the city special is there. The rates and total rental charge are way lower than booking from the airport. Of course it may not be convenient to rent offsite.
