TT-- if you go to south point there is a bus stop for the 117 right outside the doors to the sportsbook. another option to watch is turo, but it seems they're cashing in on "supply and demand" also.
oh yea,,,, and the last time i rode the bus, most of the locals have the app that tells them right where the bus is in real time. no need to hang out at the bus stop, which can be kinda creepy....hang at the closest public establishment until you see its almost there.
I didn't rent a car at all my last trip. the weather was good. Don't bother with the Deuce if you want to get downtown, it takes forever! I took it one day all the way from Luxor to Downtown. It is nice to ride and sight see though. Much quicker is the CX but it goes from downtown to the Strip. I use the rtc app, works great.
