Getting to Harrahs Las Vegas by Car

Heading to Vegas in October.  I want to rent a car for this trip to visit places off the Strip.  I thought I had read someplace that construction around Harrahs was so bad you could not get to the parking garage using Koval.  Is that correct?  Or was it Ceasar's Palace that has entrance issues?

Was there last week.  Koval is closed & parking is a nightmare whether it is valet or self park.  Combine this with the outrageous parking fees, I suggest going to another hotel.
