Uhhh, that's not true at all. "Not to scale" means that the distance between points, landmarks, etc. is misrepresented. Almost all maps are "to scale," and they would be useless if they weren't.
If you have a map that shows the Strip and downtown, it will represent an area about twelve by four miles. So if it's on a single page, naturally many of the casinos will appear to be close together. but if you look at the scale used, you can figure out what the actual distances are.
It's just like a road map in an atlas. You wouldn't think that Las Vegas is next to Los Angeles because it's only two inches away on your US map.
