That's not good advice. Transit between South Point and the Strip is far worse and more infrequent than you suggest.
From South Point
No public bus (other than the Downtown Loop, there are no "municipal buses" in Clark County) that serves South Point goes to the airport or to the Strip proper (between Mandalay Bay and Sahara).
At best, RTC's bus 117 leaves South Point every half hour (not every 10 minutes), then every hour or more late at night.
Even then, bus 117 requires a transfer to another bus to reach the Strip. Figure 45 minutes just to get to the MGM Grand.

Only bus CX goes to the Strip. It does so only hourly (not every 10 minutes), and not at all after 11P. And it only makes one stop near the Strip, an inconvenient quarter mile east of the Strip on Flamingo.
