The police will NEVER impound a rental car if the driver proves not to have liability insurance. They may require the driver to park the vehicle and not drive it any further.
The agency doesn't have the right to enforce motor vehicle law. That's why we have po-lice. You'd think MAGA would know that.

Yes, but they can make up their own BS fines. I do remember back in 2001 there was an article on msnbc about Acme fining a guy for speeding since they had added the fine into their contract. The only reference I could find for this was on flyertalk https://www.flyertalk.com/forum/milesbuzz/4481-car-rental-co-charges-us-speeding.html . archive.org didn't have the original page available unfortunately.
I'm guessing that this publicity didn't 'fly' with the negative press the rental company got from it and they aren't doing it any longer.
But it remains, they are renting the vehicle and you sign on to their terms. I hear Budget is doing AI scans of returned cars in some locations to give you a giant fee if you didn't notice a tiny ding on a door when you picked it up. I would guess they are charging for the same 'damage' repeatedly.

That's nothing new as such; I've had rental company employees do the same thing with lower tech many times in the past. My defense is to drag an employee over to where my rental is parked and have them do a complete inspection and sign the car off. I keep a copy. If they won't do that, I won't rent the car.
