Shuttlle, taxi, or limo from Cromwell to airport about 5am on a Monday moring

I need recommendations for my sister who has an early flight back to Burbank.
Any suggestions on who to use and an approximate cost?

She was thinking taxi, but would be open to saving a few bucks if transportation method was dependable at that time of the morning.

If taxi, what route should she tell the driver to go?

When I stayed at the Cromwell May 2-5 taxis were very hard to obtain as most had no idea they were open and no idea how to enter. We ended up going to Flamingo to catch a taxi.
