I haven't heard of any problems with taxis; your wait times will vary according to how busy it is at the airport. Late afternoon through early evening is the worst. There are as many taxis in operation as there have always been, and given that while Vegas is getting busier, it isn't up to pre-pandemic levels, it might be easier than it normally is to grab a cab. The line outside the baggage claim areas has always seemed to me to move pretty fast.
There's not so much a "shortage" of Lyft and Uber rides as there is a squeeze during the abovementioned busy times, and by that I refer to their notorious "surge pricing," where you can find yourself paying double or triple the usual fare.
The cabs now charge fixed prices for airport-Strip trips, depending on the "zone" your destination is in. Ellis Island lies within Zone 2, and the fare is $23. I think that's a far superior option to having to screw around with loading yet another "app" onto your phone (with all the privacy issues that entails) and then having to put up with the surge pricing bullshit with Lyft or Uber.
