I've used Budget many times in the past--no complaints. However, I strongly suspect that every rental car company--not just Budget--now absolutely sucks rocks in terms of customer service and will for the foreseeable future until they dig out of the hole they're in.
As far as prepaying--IMHO you don't get enough of a price break to justify the risk (of your having to cancel your trip and not being able to get a refund). But if you're 100% certain you're going, no matter what--sure, why not prepay. You're talking July, no way in hell rates will be any lower by then. So you might as well save what you can.
Buget is fine, but I suggest that you sign up for their "Fast Break" program. This will allow you to go directly to your car after skipping the front desk. To set this up, you give them all of the same information that you would give them at the desk. Name, address, credit card number, and maybe a few other things. Just make sure that you take the paperwork that they email you as you will need to show it at the gate to exit.
Those desks can have long wait times.
Thanks guys. Will definately sign up for Fastbreak. We do that with Dollar and it is a great time saver.
Also using Fast Break, you can state when setting up your profile that you do not want their insurance. This is a huge plus, as the desk agents in Vegas are extremely aggressive in pushing insurance.
Booked Budget intermediate car prepay option for a base of $175 and total including fees/taxes $263 for 5 days. Signed up for Fast Break and declined their extras like insurance. Thanks everyone.
