We will be in Vegas for 12 days in January. We will have 3 bags that we pull on wheels as well as each of us having one bag on our shoulder.
Would the Westcliff work for us or are we better to stick with the Shuttles?

I would play that safe and do the shuttle, which will bring you right to your hotel, I don't think saving $6-7 each would be worth it with that much luggage.

Is the WAX pickup area in the airport the same place as the shuttles?

Yep, Zero Level to the right (as you come off of the stairs) all the way down to the end.
